This is a travesty. These funds could have been reallocated for anything else but a business that could get a business loan or investors. How is this good for business?

Get a loan or investors. If the money from the American Rescue Plan can be reallocated, then put it to GOOD use.
Locals boycott this restaurant. Maybe the marina doesn't care about local support except to take our resources for a business that isn't even open year round.
A couple of points...
Yes, it is true that American Rescue Plan funds may very well have been re-allocated for other uses, but they weren't. The objections opposing their reallocation should have been objected to when the City Council was presenting it.
With that, it is important to know that these funds were not available in perpetuity and most, if not all, must be used or returned.
Additionally, it is equally important to understand that when "The Marina" bought the City's marina facilities, through the conditions of the sale, the new owners did NOT purchase the property those facilities are sitting on. That detail, while not important to the uniformed, is of vital importance to financing agents when assessing a business loan risk, making it difficult to acquire business loans.
Finally, the reallocation of American Rescue Plan funds, in order to make much needed improvements and repairs to what appears to be a private business, should be viewed more as an investment in the revitalization, accessibility, and availability to the Norwich Harbor and downtown.
