Norwich Councilman's Art Gallery Receives 20k in Funding by Dems for Norwich

The first conflict of interest issue we saw with Singh was with regard to the proposed transportation initiative on 82. Singh, who according to the Norwich Bulletin, owns a gas station which could benefit from the roundabouts. Nystrom stated Singh should recuse himself from the vote. 

Now, we discover Singh received funds for his art gallery from funds allocated by fellow dems for Norwich. This is clearly unethical, for a councilman to take public funds for his business/operation.

So what happens if we file an ethics violation. The parties involved in approving these funds are Dems at the state level but still... a councilman taking public funding allocated by his party friends for his business? The ethics committee already found Singh not unethical in participating in the roundabout initiative.

We need to ask the question: What is the City of Norwich ethics committee baseline for "ethical".

Update: The article updates the source of funding and in a recent council meeting, a citizen of Norwich asked about the ethics committee. The mayor explained that committee was appointed by the council and mayor. She asked if there was any other oversight. The answer was no.
